I am running a Scepter 30in 1080p monitor, and the picture looks terrible when I use the HDMI output on my Sapphire R9 290. It isn't the monitor, as I have been using a DVI to HDMI cable without issue, through the same HDMI input through the monitor. With the HDMI output on the card, the picture looks like somebody took my sharpness slider and forced it to 100%. The picture is washed out, and the resolution seems to be "off", even though I have it set to 1080p 60hz (native resolution).

Is it the Wal-Mart cable? I thought digital cables were all the same, as my DVI to HDMI cable is a cheapie from Monoprice, which I have had 0 issues with. My main motivation to do this is to eventually run a 4k monitor, can I run 4k resolution through the DVI outs on the card and not worry about it?

HDMI outputs are optimised for consumer electronics rather than monitors.
They default to YCbCr rather than sRGB. This screws with the colour on a monitor.
You can change this in the Catalyst Control Centre.

HDMI is no good for a 4K monitor either. These cards support HDMI 1.4 which only allows 30 Hz at a 4K resolution.
Displayport is the connection you should use for these monitors.
