Why is my cpu spiking when I do ANYTHING?

I just updated by bios from one that was nearly 2 years old.... But now if I do anything on steam my levels spike all over the place. If I click between games in my steam library it hits its max clock speed, voltage, and temps. Any idea on why this might be happening?

If I bring up Mozilla it spikes for a minute, then If I go to a page it spikes again. I don't want to try anything to extreme now because I don't know what will happen.

ok, no hacking

this is what I get, the first core sometimes would get up to about 75%, while the voltage/clock speed maxed (-.045 offset because I'm currently using stock cooler)

What happens when you quickly click between your games on steam, does your pc spike? Maybe this is normal, but I don't remember this ever happening before
