Windows 8.1 cannot boot

Hello,

Last night my PC was running just fine and I did an "update and shut down" and now today I can't get it to boot. When trying to boot it shows the blue windows logo for a second and then goes to a black screen and my keyboard goes off and on until I turn it off. I can get into bios and have tried pretty much everything I can think of including: power on and off, reconnecting hardware, unplugging everything and plugging back in, all the windows diagnostics in the diagnostic menu, resetting the bios etc. At this point I'm pretty sure it's due to the windows update that got installed, but I can't seem to do anything. I tried the offline system restore but it gives me an error saying it could not access a file, and that it might be because of an antivirus program. The only antivirus I have is windows defender and malwarebytes, so I'm not sure those would interefere at all. So i've kind of exhausted all the options that I can think of, any ideas?

MB: Asrock z87 extreme4
CPU: i5 4670k
RAM: 2x 4gb ADATA ddr3
GPU: HD 760
Samsung SSD with windows 8.1 and a HDD for data

Thanks that was helpful, it looks like this is the problem but I still don't see a solution. It looks like in that thread people were able to simply boot into safe mode and roll back the drivers, but I can't get into safe mode at all. Whenever I select to reboot in safe mode it gives me the same problem that I'm having trying to boot normally.
