Graphics card displays green lines and dots when driver is installed

Hi everyone, I have a really weird problem and I don't know what to do. I'm hoping someone out there might know something that will help.

After installing the drivers for a graphics card my computer screen becomes plagued with hundreds of little green lines and dots, some of which flicker. See exhibit A....

I suspect that the problem revolves around the driver because if I uninstall the driver, the lines go away. I have spent the past few hours fighting with it - uninstalling and re-installing drivers and the AMD Catalyst, rebooting the computer, and changing settings, but so far nothing has worked.

The graphics card in question is a Gigabyte Radeon HD 7950. I bought it used... perhaps that wasn't the best idea...

For the time being I put my old graphics card back in.. I'm about to pull my hair out, it's driving me crazy!

Has anyone encountered this problem before? Any ideas on what to do?

It's a bad card, the reason that it shows the issue when the drivers are installed is because on basic Windows VGA drivers most of the hardware of the video card is not used. Soon as the drivers are installed, the card starts to actually work and it fails. Return it if you can and next time test any used cards with a benchmark before bying.
