MoBo cannot detect GPU/Tower stays on when Windows is shut down

Hi, this is my first time here and I am having trouble with my motherboard not detecting my GPU, it cannot be found in Device Manager either. I also have a problem my tower and motherboard not powering down (fans still spinning etc.) when I turn off my computer from Windows. My monitor would shut off but the tower would still be running.

For the GPU problem, the fans are spinning, but the MoBo can't seem to detect it because if I were to plug in my HDMI cable to the GPU, it would result in my monitor not turning. Plugging the HDMI cable into the MoBo display drivers would work. Steps that I have already tried are updating nVidia drivers (would not let me install due to 'no compatible drivers found') I have also tried to move the GPU to different PCI-E slots (All the same results). I have also configured the BIOS to prioritize my GPU over the integrated graphics. That also have not worked.

The Power still being on thing is very odd. The tower would not turn off unless you either flip the power switch off or unplug the power cable. Changing the power options settings within Windows has not worked either.

I would like some help on these problems as I have no idea what is going on. Thank You in advance.

Well, the 770 started to work after a few attempts with shitting off the PSU and restarting, then Geforce Experience was able to detect the driver and install the updates. The tower however, would stay on no matter what. Fans/MoBo lights would run even after I do a shut down. Only way to stop it is the turn off the PSU.
