Not all power supplies are made equal, just because it SAYS its 450w, does not mean it IS 450w.

What EXACT PSU make and model is it?
If you do not know, take a picture of the sticker on the side and post it here.

The PSU only produces 264w of usable wattage on the 12v rail.

While that seems like it enough, that PSU is EXTREMELY bad and I would avoid it like the plague.

Not much, 84w at most.

Like I said, 284w is ENOUGH, but that is IF you believe the sticker, considering that the PSU is marketed as a 450w, how can you believe anything relating to the PSU without opening it up and testing it.

For future reference, here is a tiered PSU list.
When getting a new PSU, stick to tier 1 and tier 2a/b for all PSU purchases.
If they do not appear on the list or any reviews online, assume the PSU is junk.
