Keyboard unavailable during bootup

Had this pre-built desktop for several years and worked fine until about 6 months ago when I had to start doing System Restores because of lockups in Windows (computer is a HP 2.2GHz 32bit Wdws XP Home SP3 with USB mouse and keyboard - 1GB memory). Have not figured out completely as to why the computer locks up or gets super sluggush yet as no error mesages as to hardware or software failure because I do cosntant registry checks/fixs(if need be), defrag, malware/virus checks, etc. But if Windows does not shut down proper or I have to hot the power on/off for 10 secs to physically shutdown the unit to reboot, Wdws normal really doesn't like and I am forced to reboot(cold start) via Wdws Safe w/networking and everything works fine (just can't print as expected - surfing/downloading from NET Ok). Problem lies with not getting to Safe Mode when booting because the power appears to be shutoff to it (of course don't use mouse then) and hitting F8 (for windows boot mode) or F1 or F10 to get into the Bios or worse total HP restore (wiping the HD). When I do get into Wdws normal or Safe Mode the keyboard and mouse work fine. It is like power is diabled during the bios boot routune and then these peripherals come live when I get into WDWS. If there a linking/"marriage" routine that diables these input items within the firmware? It is not a motherboard or a keyboard failure (swapped keyboards and USB ports and also used the circular adapter off motherboard that is built in for PS/2 keyboards. Same problem. Can't see it as a keyboard driver issue either (writing this now in Safe Mode and keyboard has not failed - just go through hell if trying to get to selecting Windows Safe, Safe with Networking or Console mode. The keyboard is not powered or functioning.

From Mike - have dual fans inside plus one on processor. Also had side cover off (do dust cleaning periodically). It is not a hardware problem as when Windows opens in Normal or Safe modes it works fine. The problem is during the computer boot routine between bios startup and when Windows kicks in - power is not supplied to the keyboard until actually in Windows. That means I can't get to the BIOS (F1) or do a total recovery (F10 - which I don't want to do). Something knocked the heck out of either the firmware or more so Windows itself. Other than this issue, my Office products like WORD, EXCEL, ACCESS, etc. work fine until WIndows normal bogs down. I also run into problems leaving the computer on (auto sleep mode), walking away for awhile, and come back to wake up and the computer is either locked up or I can't open new files, software - which brings full circle that I will be forced to shutdown Windows (hopefuly via the Start button within the Windows -which takes forever when it gets in its stupid stage) or I am forced to hit the power on/off on the computer (even had to pull the power cable plug a couple of times. Somewhere in the firmware and Windows it is causing all this. I have switched the keyboard from the external 4-port hubs to the front of the computer and then to the back - no change. However reading posts in this forum I find many times people had changed USB ports front to back and things corrected. I thought these motherboard manufactures roun their firmware the same whether its USB ports are physically mounted up front or in back (where monitor, serial, VGA, etc. ports come off the motherboard. I thought once re-installing Windows XP again but 2 reasons not: 1) MS stopped supporting XP and am not sure I can get back all the updates and to SP3 and 2) WIndows was installed in the backup partition (D:) from the factory - meaning I have no CD's and I do not know how to re-install it from there Or even my Outlook or other Office products that was pre-installed. As you can se I have muliple issues here.
