ATX Cabinet Power Button does not power off but can power on

Hi Experts,

I am building own desktop computer. I have fair idea about multiple components.
My Configuration is: Corsair VS650 PSU, MSI 970A-G43, AMD AM3+ FX4300, Transcend 128GB SSD, AMD Radeon HD 5670 1G DDR5 XFX Make Card and Circle (Indian company) ATX/Micro-ATX Gaming Cabinet.

My problem statement is , "Computer cannot be turned off once it is started using same power button on cabinet"

Is this a MBO problem or ATX Cabinet front panel connectors? I have checked front panel connectors which goes on board are correctly plugged in.

Is there a way to know whether it is not MBO problem or Cabinet or PSU. say by shorting two points on MBO to induce power off command to board.

Did you hold the power button down or just press it like you would to start it. To improperly shut the computer down you have to hold the power button till it shuts off, be fair warned that is not the right way to shut a computer down and can harm the OS.
