4k @60hz and HDMIto Display port adapates

Hello, I am wondering does a Display port 1.2 HDMI adapter make it to where the HDMI cable that is plugged into the TV able to do 4k at 60hz or is the adapter limited to what the HDMI cable can handle?

The max output of a passive adapter (which I assume you mean to use) equals its max input. In consequence, you cannot generate more information per second magically this way ;)

So I'm stuck at what my hdmi cable can produce? OK so if I got a hdmi cable capable of producing 4k at 60, hooked up to a hdmi 2.0 port on my 4k TV would the display port hooked up to my graphics card not give me 4k at 60?I have a 780 ti.
