Frustrating language problem

About a month ago, I purchased a brand-new, sealed Surface Pro 1 on amazon. It arrived, I unboxed it, and I noticed what little documentation it came with was in a foreign language. Whatever, pretty much the norm these days. I boot it up for the first time, and again, it is in a foreign language. There is a menu to change the language for initial configuration, and it lets me choose between Spanish, Italian, and Portuguese. I know a little Spanish, surely enough to get me to the point where I can change the language to English, I thought, so I chose that. After hours (I had to do a lot of Windows Updates and language pack downloads) of frustrating menu navigation, Google Translating, and resisting throwing the thing out the window, I finally got it changed to English. All is well for a few weeks; I notice a few random things are still in Spanish here and there, but no big deal. Today, after days of postponing the reminders, I upgrade to 8.1. Lo and Behold, everything is in Spanish again. Same old story, except this time, it is not letting me change to English. It is showing that English is the default language and everything is set correctly, and that no Spanish language pack is even installed, yet everything remains in Spanish. I have tried everything, deleting and reinstalling language packs multiple times, rebooting the machine with every change.

Surely I am not the only one this has ever happened to. I read reviews for the product on Amazon with the same issue, but they didn't have a solution, just deemed the machine unusable and moved on. Has anyone here encountered this extremely frustrating problem before. Thanks.
