PCI Express 2.0 x 16 Mobo with PCI Express 3.0 GPU

I know I can run a PCI Express 2.0 x 16 Mobo with a PCI Express 3.0 x 16 GPU, but can I run that motherboard with a PCI Express 3.0 GPU (not x16 card).
The GPU would be the GTX 970.

Yes you can but it will run the GPU at 2.0 speed. There's not a big difference between 2.0 and 3.0 yet for a single gpu.

Suztera is correct. Cards which support PCIe 3.0 are also backwards compatible with PCIe 2.0 slots. But it will not utilize PCIe 3.0. This is very similar to how USB 3.0 will work just fine with USB 2.0, but at 2.0 speeds. Be aware that there are currently no AMD board which have PCIe 3.0 slots. If you want PCIe 3.0 slots with your motherboard, here are some you can get-

Gen 3 Sabertooth 990fx board supports PCIE-3.0 , which is why I bought that particular version of the Sabertooth.
But yes, AMD boards that support this are rather rare. As stated above, a 2.0 board makes very little, if any difference, especially in single card set ups.
Tom's did a benchmarking article on this exact thing last year sometime.

You can, and you will not have much/any degraded performance either. I have a gtx 760 running in a 2.0
