I currently have these spec's.
CPU: Amd Phenom 9600
MOBO: M4A-78E
RAM: DDR2- 4gb Mushkin ram
Hard-Drive: 1tb Westren Digital gree
Windows: Windows 7
Graphic card: Asus 77701gb ddr5

Would these be a good upgrade? When I install these parts will I have to install win 7 on my hard-drive again? Will it just be plug in and start?

Well the G3258 does have a much better single core score, the quad-core 760K does come out on top in overall performance.
I would go for the 760K because i don't see having a dual-core that is a bit slower as a better option.
Single-core tends to be what's important for gaming, but having too few cores would just mean other programs would interfere with the core that's working for the game, that's my theory atleast.

I've done a mobo+CPU upgrade before, would require you to re-install windows or do a windows repair with the OS disc. Pretty sure i did the latter of the two, i don't think that the windows repair will delete everything, but the windows re-install certainly will.

Ugh, seems like i'll just have to buy an amd 965 for my crappy mobo :c When I flash my mobo to a new update and install the amd 965 will I have to re install win7?

The 965 is defently not a bad choice, it scores right between the two other CPU's.
It's pretty likely that you'll be able to boot when only changing the CPU, though you should still expect that you might need to repair windows, when doing a repair it wont delete everything, just have a CD or USB with the windows 7 installation, boot on that, select repair windows, find your install and let it repair. ;)

EDIT:
Though i don't know much about these sockets i must admit, the AMD Phenom II X4 965 is a AM3 and yours is AM2+?

I did a quick search and found this, the overview title says it all.
http://www.asus.com/Motherboards/M4A78E/

Says it all, i also saw something about "hybrid motherboards" that explained some motherboards could work with both AM2, AM2+ and AM3.

I knew AMD allowed some flexibility, though i wasn't sure if it only counts for AM3 working on AM3+ and AM2 working on AM2+.

Your motherboard is according to ASUS "Optimized for AM3 CPU" so it should defently work. ;)
