Windows 8.1 desktop "irql_not_less_or_equal", unable to access safe mode to fix

I've got a windows 8.1 HDD hard drive that is getting irql_not_less_or_equal seconds after windows boots. I am unable to ask it to turn on safe mode before I get the message. I've tried the shift +F8 trick but that doesn't work. I have the hard drive hooked up to my windows 7 laptop via SATA to USB, I'm able to access the files. I was trying to use the command console on my laptop to access the console on my hard drive, but it's an invalid win32 app, probably due to the different OS. Apparently "irql_not_less_or_equal" might stem from a registry error, which if so I think I could run CC cleaner on my laptop with the drive plugged in to clean it. If needed I can provide the full specs of my computer in detail. Thanks in advance.
