Somebody build me a pc 450 dollar budget, a pcpartpicker link preferred.

Without storage or an OS.

Is this current build also good?

Here is as close as I could get to $500 BEFORE rebates. It comes in at $535. But I think it is well worth spending the extra $35 over trying to sacrifice components to bring price down. I mean what's another $35.

Is this a good build?

It's not bad. I personally would rather spend another $25 on the build I made you and have 8 gigs of ram. That's pretty much mandatory for good gaming experience.

Should I go with a built in power supply for the case?

Depends on what PSU they include. But most of the time they are crap. I would advise against it. Is there anything you don't like about the builds I listed?

Honestly though, I would recommend waiting and saving up more money then. Because $500 is about the minimum to get a decent gaming build. Anything less will just not last long enough. You will end up upgrading quite soon and spend quite a bit more money in the long run.

Here is the best I can come up with for $450. It says it cost less, but that is after mail-in rebates. It's $457 up front with $55 in mail-in rebates. I like to avoid the rebates if possible because they take about 2 months to get.

This is however a nice motherboard that supports overclocking the Intel K CPU's. So you can upgrade to an i5 in the future and not have to buy a new motherboard or power supply.

This is definitely your best bet for $450.
