I7 4770k Corsair H110 temps

Hi, I was wondering if my temps are normal.
At 100% load I get around 74 C and with prime 95 On the setting to generate max heat I get 98-100 C.
I have reinstalled a couple of times, thermal paste as well, Is my cooler broken?
Edit: Forgot to mention its @ 1.31v ANd 4.2 Ghz

Ensure that in the bios your case fans are set to 100% at all times. The pump uses the voltage from the fan header so it's possible it is not moving at full speed.

That voltage seems a little high for that overclock, are you sure you need that much voltage for that overclock? Also for a 24/7 overclock I wouldn't suggest much more than 1.25v

Its all on turbo setting (Asus Maximus VI Gene MOBO) but my thermal paste is a cooler master v1, ive heard is not the best for gaming.
@ 1.25v I can get just about to 4.0GHz so im planning on keeping this OC if I can get my temps down.
