Windows 7 PC freezing even in safe mode, out of idea's

My PC has been freezing, no response from any input, screen stays as it was, and pc remains on.

Gigabyte GA-Z22-D3H MoBo
2x4 GB Corsair vengeance RAM
Intel i5 3750K processor
520W antec neoeco PSU
Seagate Barracuda 2TB harddrive
Nvidia Geforce GTX 670 graphics
running windows 7 64 bit

I've had the PC for around 2 years with no major problems, but recently has been freezing anywhere from as soon as it boots up to hours after, which even happens when run in safe mode.

I have already formatted the hard drive and reinstalled windows. done a memtest on both RAM cards, 1 was failed, but the other was fine. the crashes continued to happen after removing the faulty RAM.

I have also run a hard disk check using seatools for windows, and the long generic check was passed.

I've also checked all connections by re plugging them in, but have run out of idea's.

Edit, it isn't an overheating problem, and have also tried underclocking the cpu from 34 to 28 MHz, which didnt have any effect.

are you sure your motherboard isn't a Z77? You wrote Z22...

Here's what I'd do: I'd unplug each component one by one and see if the computer still continues to freeze. If you've eliminated all other components from fault, it's really possible that your motherboard is somehow defective.
