Some people hit 4.1ghz some people hit 4.5ghz it really depends on if you won the silicone lottery or no, so just try and see for yourself.
Safe max voltage is 1.4v safe temps are around 62C for cpu and 65C-70C for socket.

All depends on your individual 8320, some can only run about 4.3 others 4.7 and up, also depends on your OC skills and patience in achieving the best OC you can
