System won't Boot

I am trying to bring a Dell Optiplex 755 DT into the late 20th century. What was changed is,Video card EVGA, Sound card SIIG, HHD WD Blue 250Gb, SSD 250Gb Kensington Xtrem x, BD Optical Drive LG, Upgrade memory to 8Gb Crucial, CPU dual core, High volume Fan, Acer 21.5 LCD Monitor. Now the problem, it wont Boot. I have no boot disk,so I bought a program online to Guarantee my unit will boot. $50. dollars later not working. One strange thing is my USB ports have no power,the cd works no signal to the monitor and with no USB no keyboard. what is a fool to do?

since my USB ports have no power I can not see the monitor so until I get power to them I'm out of luck. I have power to
the drives and cooling fan but it stops at the USB ports

I have no power to the USB Ports. The Drives, cooling fan also the Monitor have power but with the monitor no signal.
So all USB ports front and back no power
