1. Everybody keep telling me that my X4 if better than a 8350. Is it true

2. What would be the best video card worth putting with my processor without bottle necking (1 of each family please) ( I want to prepare myself to change my CPU if I buy a 3gig / 384-bit )

If you're willing to overclock, I'd suggest a R9-280 or 7950. Depends on price options. If no OC'ing I'd suggest a 7870, which would work well with your phenom.

From a nvidia standpoint I'd guess a GTX 760, but the price doesn't justify it as of yet. Give it a week or so, to see if it drops more. But you could get an R9-280 right now for about $180

Also, an 8350 is marginally better than your current processor

I dont want learn how to OC stuff, it feels like theres no end to end, id rather pay a little bit more have it designed better already

Nvidia is always a bit more expensive for quality. The GTX 780 will outperform an R9-280, but not by an additional $250 margin. Not even close actually. For this discussion, and R9-290 would actually be more applicable. It's competitive with the 780, having an extra GB of VRAM. While maintaining a large price difference, as you can get a new R9-290 for about $340.

Nvidia can become competitive in terms of price/performance in the next week or though however. We'll see price drops on both company's cards with the 9xx series release from nvidia.
