Computer laggy/slow when first turned on fine after restart.

Ive noticed this peculiar issue where when i first turn my computer on it is extremely slow and laggy. but after i restart it once it runs perfectly fine. It has been happening for about a month now. Im not sure what details to post about my computer other than It was one that i built myself about a year ago. I have a hunch it might be related to my graphics card as sometimes the screen will go black and i will get a notification about amd driver not working.

AMD FX 8350 cpu
XFX RADEON hd 7850 2gb
Cooler master hyper 212 evo
16gb (8x2) g.skill ripjaws 1866 ddr3
gigabyte 990fxa-ud3\
1tb seagate barracuda 7200 rpm hdd
xfx 550w psu
windows 8

Have you tried updating the drivers for the GPU? Since you are getting notifications of the driver not working - I would suspect an issues with either the driver and/or the GPU.

Do you have another GPU to test with? (maybe the mobo has video out)

unfortunately i do not have anything else to test with... Not making this diagnostically easy unfortunately.

I tried uninstalling some background processes/ bloatware and that seemed to of helped with my issue. Thanks for input but i think its solved now.
