Did you plug your HD/DVI cable in the card and NOT the motherboard?

What sort of games are you playing? Have you checked to make sure the card is functioning okay?

Must be drivers.

How old is the pc?

That's a very high end CPU for such a low to mid range GPU so unlikely your getting a bottleneck there. If your running windows 8+ you may have 100s of their bloatware apps clogging your system?

I hope its not what MasterDell suggested...

Alright I know my way around a compt ok enough to know that I have the right video cables plugged in and the pc is a month old, I built it myself, and the CPU is high end? I am getting 40% usage sometimes with only one program open, mostly chrome. and yes I am using windows 8.1 but going to be going back to windows 7 soon.

Also how do I check if the card is functioning properly?

Haha no kidding OG... Be sure that your options are on balanced and not power saver. Also make sure that on the back of your PSU is on "on" and not ECO or something.

Are the temperatures okay? No errors or crashes so far? If you are on a BETA driver that could also be the culprit. Also, certain games are not optimized well enough that there are performance issues for users. What games are you playing?

My PSU doesnt have any button other then the power switch. and alright here is what confuses me. my old compt, a lenovo prebuilt had a intel i5-somthing 3.30GHz and a amd 6700 series. It ran league of legends at 130 fps and any other game at around 60 to 70. The games I play on this one are LoL, Dayz, Archeage and that is it so far.

It must be on Balanced.

lol, sorry Omalike. I meant no offence. Just my sense of humour.

By low end I meant that its at the lower end of the performance based GPU's available today. Lets be fair its no r9 295x or 780ti.

None taken Original, kinda thought I was being offensive XD but yes the power options are on high preform.. Guys I have tried alot of stuff, even the virtual RAM thing. This is my last resort, I need some like really crazy genius stuff to pull me out.

Core Speed? 800.10 MHz
DRAM? 800 MHz
CAS# 11 clocks

And that is your problem! The Core speed should DEFINITELY not be 800.1 MHZ for a 4790k does it say Core #0?

There is a switch on my motherboard called the "slow mode switch" and it drops the CPU down to 800 MHz no matter what, flicked that switch off and got 4300 MHz
