It's weird. When I go to "dxdiag" and look at my 1 GB 9500 GT DDR2 graphics card it says it has 4063 MB of RAM. This is quite weird. I have a integrated graphics chip (8570D) and it has about the same amount of RAM (borrowed obviously).

Is this possible or is DXDIAG just messing up?

Yes and No. It can if need be but only when it needs it.

As a side note your 8570D is faster than your 9500GT so you might want to upgrade your dGPU as it is technically a downgrade compared to the one in your APU.

Not really... at least in the games I play. TF2 runs a LOT better on it. I don't play many DX11 games and well it's better tbh.
I sit at 15-30 fps with my integrated GPU in Team Fortress 2 and a solid 50-90 fps with this.
Also Payday THe Heist runs better, Left 4 Dead 2 (not by much) etc.
