GTX 760 Core and memory clock maxing out

Hi I have a Nvidia GTX 760 and have noticed that in arma 2 OA the core and memory clocks max out at 100% and i only get 10-15 fps(other games get fine fps 80-100). Anyone know how to fix this? (I have the latest graphics driver) Thanks.

Also found this:

Here is the fix:

Go to this folder:
C:\Users\Anonym\Documents\arma 2

Open this files:
ArmA2.cfg
ArmA2OA.cfg

And Edit this lines:
GPU_MaxFramesAhead=XXX;
GPU_DetectedFramesAhead=XXX;

To:
GPU_MaxFramesAhead=1;
GPU_DetectedFramesAhead=1;

Enter your game and change your Video memory settings to:
Default
Sort by date Sort by votes

Enter your game and change your Video memory settings to:
