Did this start happening after you updated the drivers? If so, try one or two version back.

Not sure about that... give it a try.

I have a question for you.
You say when you start up your computer... does this happen during POST (bios screen) or after Windows loads?

no i doesnt happen with the bios screen it happens after windows loads.
but in the bios screen with your motherboard brand (gigabyte) it will display like pixels that are normal white but now gray, and after or before the bios screen it will display alot of random devices whats that??
also in that screen sometimes like with the bios screen some gray device names are blue instead of gray but not complete words but just a couple

That sounds like a hardware problem. Is that a new GPU?

Yeah, sounds like a bad gpu...

When you OC the GPU, did you increase the voltage? Maybe you damaged it?

You should never have visual glitches in the bios...

By seeing these problems in the bios it rules out driver problems, and all software problems.

Have you contacted the manufacturer's support yet? If not, you should. Maybe there are some bios updates for your GPU or motherboard.

From the info, I'd suggest getting an RMA or new card... or if it isn't too bothersome, just keep using it until you're ready to upgrade.

Just some other things I'd suggest. To rule out a bad port on the GPU, remove one of the monitors. See what happens in the bios. If you still have problems, try the other monitor.

If you still have problems, try new cables.

Still have problems, RMA/upgrade.

Avoid the 290. The GTX 970 is cheaper and better.

The 290 is $420 on NewEgg.
The GTX 970 is $350.

For $25 I'd go for the 970... specifically if you're the type of person that will regret not buying it.

I've done this and then decided to sell the cheaper one to upgrade to the better one.

Both cards are good...
