Overclock r9 270

If we overclock an r9 270 to the speed of an r9 270x, will we get the same performance of the latter?

You would get similar results. The R9 270X is a higher binned chip so the R9 270X will get a higher average fps if both the R9 270 and R9 270X are clocked the same clock and memory speed.

Is an r9 270 bang for the budget?or should i spend a few extra bucks n go for the r9 270x? (I have an fx6300 with 8gig ram, I'll be playing primarily on a 720p monitor and sometimes on a 1080p tv, will most games run on ultra to high?)

Depending on the games you should be able to max out most of the settings. Shadows rely on your cpu so you may want to turn that down to get more fps.
R9 270 is a good card for 1080p so it is fine for 720p gaming.
If you don't feel like overclocking then get the R9 270X else the R9 270 is a good budget gpu.
