Cpu fan error

I am getting CPU fan error while starting, and my system reboots again and again in matter of seconds, now I read some threads and read about setting low rpm limit lower but the thing is in the bios menu, it shows only one fan connected with 1500 rpm speed, I think the guy who was assembling fixed all the fans through one socket, I am using cm 212x on 4790k, z97-a asus motherboard, also the cooler Master Thermal paste ran out so I got some cheap white heatsink compound, couldn't get good ones around here, I am an amateur obviously, please help.

It worked, I changed the fan header, but now it keeps on booting, on and off in matter of seconds I turnoff power and turn on again and it works just fine and this problem keeps on repeating all the time I turn on pc.
Also I have two chip of 4gb ram but it showing 4gb only, I unplugged and plugged still same problem persists.
