Your opinion on why games not being well optimized on pc?

As for as I know pc hasn't been getting that good of optimization in games. How badly does this bug you? I would like to know what you think and what is most likely the cause of companies being lazy.

Games like Watch Dogs, Arma 2 and 3, I've also heard people saying that Assassin's Creed: Black Flag is also poorly optimized. I wonder what the reason is for them not putting in the time to optimize their games. People have also been talking about how Unity may also not be optimized too.
