Evga gtx 770 Stuttering?

Hey guys first off I'd like to warn you that I have a basic knowledge of computers. I just figured I would throw a post on here before I go into the local computer shop and spend 100$ on something that's probably an easy fix.
Specs
GPU - Evga gtx 770 classified edition
MOBO - asus m5a97 pro
Ram - 8GB (2 x 4GB) DDR3 SDRAM DDR3 1600
CPU - amd fx 8350
PSU - Corsair tx850
Monitor - benq rl2455hm
I've noticed this weird stutter problem quite a bit lately for the most part I've been playing counterstrike global offensive, and diablo 3. I turn on v-sync and I feel like thats the only way I actually can enjoy the game. I have a screenshot of my evga precision when I was playing(http://gyazo.com/4af7280de254e4ea8f92b762bcde369a).
I've been watching videos and looking at threads online some being on this site and nothing is really working, I have also been messing around with the following settings in the nvidia control panel.
vsync - power management mode - triple buffering - antialiasing.
The last thing I did was something I found off the evga site(http://forums.evga.com/EVGA-GTX-770-stutter-issue-Plz-help-m2104666.aspx).
If you guys could help me that would be great, I've heard this video card is a beast its too bad I haven't been able to enjoy it! Thanks
