Gaming setup. Where should I compromise to fit a 19000 INR GTX 970 and yet keet the price under INR62000?

Where do I compromise? INR
Corsair Carbide SPEC02 4070
Intel i5 4440 11760
Corsair Vengeance 1600 8gb 6125
Seasonic Eco 500w 3315
Dell E2014H 1600x900 6685
Asus B85M-K 6095
Toshiba 1tb 7200rpm 32mb 3540
Logitech G300 1645 (Don't want to compromise on these two)

Remaining 17925

Also I am not sure whether the 970 will launch at 19000inr so any corrections will me massively appreciated!
I'll be playing all the coming titles for at least for 3 years hence the 900p monitor (It will allow the 970 to last longer, wont it?)

imho, you should actually upgrade to a bigger panel. your lcd monitor will outlast the videocard and a bigger panel will result in a better experience overall. and you'll be looking at it for the next 5 years or so.

But I am a student and the budget is tight and also portability is a minute but existant concern so it will both be tough to accomodate it within the budget and I think I'll be quite okay with it as long as the dpi is above 100
But thank you and I think i will consider it. And also I want to downgrade something to get the 970.

Honestly, if you need to downgrade something to fit the 970 in your budget, it's going to be tough. The only thing I see that you can really downgrade is the CPU, and that would be very unfortunate. You could go the AMD route and save enough to put a 970 in the build. A 4 or 6 core AMD should be less than an Intel. For gaming, it won't make a huge difference.
