Hi All,
Am purchasing the following computer (Dell Inspiron 3647). The specs are:
Processor : Core i3 4150
RAM : Comes with 4GB, planning to upgrade it to 8GB @1600MHz.
HDD : 500GB @7200 RPM.
On-Board Graphics : Intel 4400 HD.

The usage is for the following purposes:
1. Light gaming (DOTA 2, Counter Strike, NFS MW (2005).
2. Software Development using Visual Studio Express.

How does the above rig stand up ?

My thought process is, that I can always upgrade the GPU (like AMDI Radeon HD 6570) later in case I want to play demanding games in medium or high settings.

Solution

If that falls within your budget, yes!
Better processor
Larger drive
Much better graphics

hmmm, NOO. How are you going to do the first two tasks in the title if you have an i3. Stick to building your own, much cheaper

Well the thought process was since it's light gaming (no heavy games), core i3 should be more than sufficient.
And regarding Visual Studio, The following links say that it should be sufficient:

Well... the price difference is 11000 INR which is around 180 USD.
For that price difference am getting
Core i5 4460s
1TB HDD versus 500GB
Nvidia GeForce GT 705 DDR3 versus Intel HD 4400.

Is the extra money worth it ?
