Huge 1 sec fps drop/freeze every hour (no overheating)

As the titles says, I'm experiencing huge 1 sec fps drops/freezes every hour for some reason. First I thought it had something to do with something I downloaded that day, so I did a restore point. Unfortunately this didn't help at all, and I'm still experiencing the freezes. Could it be my 3 year old ssd, that's slowly failing, or could it be something else like my ram? I also didn't activate my windows 8.1 yet, but this surely can't be the reason.

I'm not experiencing overheating problems when these drops happen (my cpu never goes over 60 degrees and GPU never goes over 60/65 degrees) so I don't think it's my cpu or gpu)

My rig:
- R9 290 Tri-X 4GB GPU;
- i7 4770k 4.0GHz CPU;
- 8GB DDR3 1600Mhz RAM;
- an old 128GB SSD.

Anyone knows how to fix these annoying spikes?

P.S. these spikes only happen when gaming and yes my drivers are up to date.

Just how regular are these spikes? If it is exactly 1 hour between spikes, I'd look at software, such as a virus scanner, or virus. Most hardware issues would not happen so regular, and so far a part from each other.

They're every 45~75 minutes from what I've seen, I just switched my RAM into different sockets and cleaned my pc of dust. Who knows, it might have fixed it, gonna try now.

Ok so I switched sockets and forced vsync through radeonpro when playing and it seemed to have fixed the problem. I'll leave the thread open for now incase the spikes aren't fixed.
