I don't know if my mind is playing tricks on me but is the 970 able to run in SLI on a mere 850w PSU?

Should be able to rather easily. This generation of NVidia cards run on much lower power requirements.

The 970 has a TDP of 145w, roughly equivalent to a 660. You can run them in SLI on a quality 650w or greater PSU.

Maybe not. If you read the entire article, there were power draw spikes far in excess of the rated TDP. If both video cards experience those spikes, 850w might not be enough.

Decent power supplies should be able to handle spikes rather well. Good companies rate them for continuous output at reasonable temperatures. Absolute maximum output for short term is almost always higher.
