safe overclock on a stock cooler is no overclock, those things have a hard enough time at stock clocks, just spend the 30 bucks on a better cooler like a hyper 212 evo

are you using a dedicated GPU?

You can overclock with stock cooler, but you typically cannot mess with the voltage without getting the CPU too hot. Just try bumping the multiplier by .5 and run a stress test for a half hour while watching temps. Repeat until you either hit a thermal limit (I think 62c is max for AMD APU's) or you BSOD, fail stress test, etc.

Once that happens, drop down to the last stable overclock and stress test for over 5 hours. If all checks will then you have your highest stable clock.

remember, do not mess with voltages with a stock cooler. Keep voltages stock. People say not to overclock on a stock cooler because you can raise your voltage to make it more stable. The downside is a lot of heat. If you have a stock cooler chances are you will have a hard time keeping temps under control even at stock voltages.

Read this article to make sure you monitor temps properly.

BTW you will probably have to set your voltage to manual (I think stock is 1.33v, but check to make sure). If it is set to auto then the motherboard will automatically raise it in order to try and keep the overclock stable.

Other things to keep in mind are : turn off CnC, C1 mode, C6 mode, and LoadLine Calibration.
