Push Pull at low rpm vs Push at higher rpm (performance perspective)

Solution
How do you define efficiency? Lower temperature? Lower noise? A mixture of both?

How are you defining lower RPM and higher RPM? Do you want the Push Pull to be running at half the RPM of the single fan? 70%?

The problem here is that its a poorly formed question that can only be answered subjectively.

A Push-Pull setup will always perform better than a Push setup with the same fan.

Sorry I meant for a sealed liquid cpu cooler (The Thermaltake Water 3.0 Performer )
