Poor graphics issue?

I don't understand why I'm getting such poor graphics and framerate with some of my games. I have a 4690k i5 quad-core, and a gtx 770 video card with 8gb ram. I can get good resolution, but the textures and effects are what I'm worried about. I can't turn on the best settings like dx11, dynamic shadows, jaggies, etc without constant fps dips below 30. Normally I get 59 fps (yes, 59 fps, for some reason I never hit 60)

If this is the case for a 2013 game, then I'm really worried about the graphics quality of some of these newer games that are coming out. Part of the reason I switched to pc gaming was for good graphics and overall I'm a bit worried. Is this normal?

Is your PSU proper? Check that first.

check your temps also

My psu is a corsair cxm 500w
I regularly get around 50 degrees for my temps

Alright I'm getting quite tired of this. I lowered my graphics settings to default and I'm still getting fps dips. If this is what pc gaming holds in the future I'm not too pleased.
