CCTV File Format Problem?

I have some CCTV footage to look at on my PC (Windows 8.1 Pro). I copied the footage from the CCTV recorder on to a usb drive, and copied on to my computer. When I go to Windows explorer and try to view the files it says they are .mp4 files, yet I can't view them in Windows media player or edit them in movie maker.

I don't know what the problem is, mp4 is a widely supported format. Could it be a different type of mp4 file?

I also tried to convert to .avi or whatever else using handbrake but handbrake wouldn't recognise the files either.

Any help is appreciated, thanks.
