Screen ripple in games and browsers!

Alright so...I just built this pc few months ago and everything was perfect and all my games ran great etc...I just reinstalled windows a few days ago and I got all my computer/programs stuff updated, latest drivers, I got everything literally! But now when i scroll the page on my browser(all browsers do it)the screen has like a ripple or line thats noticeable. Now i know i can get ride of accelerated hardware on the browser and that somewhat fixes it or turn of smooth scrolling, but the ripple/line effect still persists even in my games. I have vertical sync turned on too and it still persists, I've read almost every forum post i could find about this issue and nothing has fixed it, i even reinstalled windows again and downloaded/updated all over just to see if it worked and it didn't, I tried another monitor and it still does it, I even redownloaded/installed my graphic drivers and even installed older versions to see if maybe somehow the current driver just didnt want to work anymore...Nothing has worked yet, nothing...I've tried going from HDMI to DVI and it still persists, I've checked that all my computer components are tight and good in the case, nothing is overheating etc...Im using a Gtx 780 nvidia card and a asus Generic monitor i think a 23 inch its full HD etc.

I've tried almost everything i can think of! The refresh rates seem to be all on the same page too so that setting isnt the problem!

I need help, because this screen line/ripple is driving me insane!

What power supply do you have ? :)

Borrow somone's monitor for a little bit. It is does not reproduce on another monitor, it's your monitor. But if it does, it could be the video card itself having an issue.

like i stated above i tried another monitor already and its the same thing on both, its not the monitor, i tried different cords and even tried DVI its not the cords or monitor

all the parts were ordered shipped and assembled at same time when i put it together, like i said the computer is roughly 3 months old maybe not even that

I also just tested a different power supply same watts and a different graphics card, both times yielding the same results with ripples/line flashing across the screen when I scroll on the browser or when i move around in a game.

So my issue I'm having isn't the Graphics card, power supply, monitor, cords, or the drivers, because I've tested multiple versions of all of them! This is beyond annoying >.<
