Low settings/Maxed settings = same fps Need help!

First of all hello. So i will start with my problem now. Every game i play is doing poorly, not that bad i mean but it's doing much worse than it should be. I just don't know what to do anymore. So i need help. So i played yesterday crysis 3 and first it started with 25-30 fps on 1st mission and when i alt-tab and come back in game it has gone over 90fps, and it was just that time that i thought like wtf is happening? Settings were all on medium, and then i maxed out game it was doing fine 45-60 fps. But next time i started game fps was back on 25-30fps on every settings medium/high/maxed... Like today i played Assassin's Creed IV Black Flag and my fps is below 30, only at sea it's 50-60. So i put everything on low and it still was the same. Really? Watch Dogs is unplayable, fps is suddenly 45 and then 15 and so on. I installed the newest drivers, updated bios(just in case that my motherboard fucks up my cpu, cuz it's not on supported list on the official site) . But i think that's not the case. My friend has the same processor and he get on maxed out dota 2 120 fps constant, until i can't even get it to hold in teamfight on 50-60. He is using motherboard msi 970a-g43.

Okay enough talking . These are my specs:
Gigabyte 970a-d3
Patriot 4gb 1333mhz
Fx 4350@4.4ghz
Sapphire HD 5970 2gb

I am using 1680x1050 resolution. Give me some suggestions how to fix this, i installed win 8.1 in hope that something will change but it's the same as it used to be. My only thought is that my motherboard doesn't support this processor and he is doing poorly. I mean it works great but not like it should be, and about this gpu i am sure it can play everything on high/ultra settings. So my only guess is cpu or motherboard.

Hmm, i would think that too, but as i said above my friend has the same cpu and he is doing pretty damn well with hd 5850. So that's the only reason i think that's not the issue here.

Well it's not that bad, if u have time go search on youtube fx 4300 gameplay crysis 3 and still getting more fps than me with worse gpu. Thank you for your reply anyways. And how my friend keeps getting 2x better framerates with same cpu and worse gpu?

Okay thanks, i will check out that fx 8320. How much do you think my perfomance will increase with that cpu? Or should i go with a little extra money and go for i5?

Well i can get a fx 8320 for like 120 euros and i5-3570K for 160euros . I don't feel like spending 120 for fx 8320 when i can add a little extra and buy something better, just don't know if it will increase that much perfomance.

Okay, thank you very much. I just have 1 more question, will upgrading my ram give me better fps during games? Cause recently i bought this gpu and it has 2gb vram so i don't know if i need more ram, or will it make any difference if i take 4gb memory but faster like 1600mhz or better?
