Stuttering in certain games with high FPS

I have always had this problem and after so long it is becoming extremely annoying. In games like DoTA 2 and LoL I have 60+ FPS and my ping is 30-50 ms however the game will somewhat randomly stutter for a period of 1-3 seconds during which time everything has the animation of running in place and such. Another thing to note is that sound also freezes/stutter even in background applications like Spotify and Teamspeak 3.

Windows 8.1 Version 6.3.9600 Build 9600
AMD FX-6300 Six-Core Processor @ 3.5 Mhz
Nvidia GeFore GTX 650-Ti Boost 2GB
8GB of Corsair Vengeance RAM
1TB WD Caviar Black Hard Drive

I originally thought your CPU might be throttling but that may not be the case, what motherboard and power supply are you using and what are the temps and loads of the GPU and temps of the motherboard? Also how often did you get the dips?

If you need a program for the motherboard temps, get this http://www.cpuid.com/softwares/hwmonitor.html just download the 1.25 setup on the right side, don't get the pro edition.

I have a Gigabyte GA-78LMT-USB3 motheboard and a Corsair CX500 psu. The motherboard temps are TMPIN0 30C, and TMPIN1 53C, and the GPU doesn't get over 48C.

How is your ram usage? Its the last thing I can think of that would cause the problem.

My ram usage is at about 42% under load
