ISP is 102 mbps and I'm only getting 24 mbps through PC

My ISP service tech found that I am receiving 102 mbps going in and coming out of my modem by am only getting 20 -30 mbps through my PC. We had the cable re-ran due to squirrel damage last year and I've seen my speed run at 70 mbps about a couple of months ago. We did have a few power issues with storms recently but my wife believes it was slow prior to that. It says my LAN card is working properly. I've got an AMD Phenom II X 4 (2.8 GHz) with 6G RAM and 1T space mostly empty. Any suggestions?

What is the make and model of your modem? Does it have an integrated router or do you have a separate router connected to it? Do you get the same speed test results on all devices, wired and wireless?

Test the speed with your own PC connected directly to the modem. If speeds are fine, then test wired to the router.

Post results and make/model of your network equipment.

My modem is ARRIS model TG862G. It has an integrated router. My son's laptop got about 50 mbps right next to it but about 34 mbps in his room down the hall. Like I said, the tech got 102 mbps from the wire directly and again from the wire coming out of the modem also which kinda points at my PC doesn't it? I haven't changed anything since I got the 70 mbps and I've done a deep anti - virus scan with updates with my Norton 360 to rule out any virus issue. I've tried several browsers and had similar results.

I've also rebooted my modem several times. I guess I'm wondering if replacing my LAN card to a high speed one is the answer but what could've changed from when I was getting 70 mbps?

An updated NIC could solve your issues, but I would recommend ruling out all other possible problems first.

Try testing intra-LAN speeds utilizing a simple file transfers. Check for updated NIC drivers. Use the bandwidth meter and resource monitor to view network usage details.
