H100i temp question

For those of you with corsair closed loop coolers, does one tube or any part of the cooler get hot when your cpu is hot?

I'm asking because I have an h100i that is not doing that great of a job cooling my cpu, and nothing about the cooler even feels warm when the cpu is running 98C under load.
 
Solution
Install the Corsairlink software and check the pump is actually working. Mine does around 2300 RPM.
Connect the one cable with just the black wire to the CPU_FAN on the mobo. And the other thing to Sata power- cable. Even BIOS should pick up the pump RPM that way.

The cooler goes on temp of water, not temp of CPU. So if U use some custom curve or whatever...bare that in mind.
