R9 280X Heating Up! Help?

I have a R9 280X back from RMA, it's heating up alot, on idle it's around 40-47degrees depending on ambient temps. Whenever I run anything GPU intensive like a benchmark or a game even on 720p, the temps jump to ~67degrees, and then keeps climbing to 99 then it starts throttling and lowering the clocks. Fans are running full throttle, but they don't seem to affect the temps.

Sending back again to RMA is not possible, What can I do?

What type of case and fan setup?
What brand 280x?

For the GPU to keep cool the case has to have good airflow.
I know some people that have put rigs into little desk cabinets that have zero airflow and then wonder why they overheat...
Examine the airflow in your case. If its fine RMA the card again. You usually get 30 days of warranty when you get an rma'd card back even if the original warranty is expired now.

Try leaving your side panel off then game or benchmark and see what happens and what computer case do you have sounds like an air flow problem

Case is Bitfenix Prodigy, 1 Fan at the back.
Card is MSI
Display is a Samsung TV

Had already tried with the side panel off and running in a room with ambient temp of 24degrees, no difference.
Can't do RMA cuz I was away and couldn't check the card within 30 days.

Can the paste be the culprit?

The Paste could be the problem you could try cleaning off the old paste and changing it is the heat sink loose on the card and is both fans spinning when the card is running

heatsink is tight, factory fitted and both fans are running, when on 100% they're at 3000 rpm i think.

Try using an gpu overclocking tool to reset the clocks and voltages to stock levels. Perhaps they were adjusted for stress testing and left there by accident.
