I think I finally got down what i want as far as my rig goes. I want to render 3d graphics using blender, maya, zbrush, and 3ds max, animate using flash, tvpaint, edit videos using adobe after effects, and most importantly, PLAY AWESOME VIDEO GAMES!

I think this rig will be enough for all of this...but I still need some advice. Is my PSU overkill? Is my cpu cooler good enough? is windows 8.1 a better OS for gaming? I would like to know if I might be missing something. Anyways, here's my specs:

You made some good choices for your build. As ASAFRet said, do add a HD to your build for files and storage. I know the cooler is good enough. The power supply is a good choice. You will not have any regrets I believe.
