New build has no display when GPU is plugged in.

My new PC build won't display anything when my GPU is plugged in via the 6 pin connector. No matter what, I cannot get anything to show up on the screen unless the 6 pin connector isn't touching my new r7 260x. Everything seems like it should be fine. I can use my pc with the integrated graphics and it works fine, but obviously I want to use my dedicated card.

The monitor is fine and so is the cord I am 100% sure of this. Please do not tell me to "test my cord" it is absolutely fine. Also the monitor is plugged into the GPU via a VGA to DVI adapter. My motherboard only has one PCIE slot so I can't test another. The fans turn on on the GPU so it should work, and I tested my PSU in another build and it works. The display is set to PCIE and I do disable the integrated graphics. At this point I don't know what to try.

My only idea is that maybe my PC has no driver for a dedicated video card. I used the Windows 7 install disc from my old laptop. I can't install the AMD drivers because I can't use my PC with my 260x plugged in. Please help me, I have no idea what to do at this point.

boot on the onboard then go into the bios there is normaly a display setting there us, witch gpu first to use that might help
