My motherboard is a Gigabyte Z97-HD3, which has one DVI port and a VGA port.
I have two DELL ultrasharp 2209wa's which take DVI.

I have a VGA to DVI adapter attached to my mother board. And then a DVI cable running out of that adapter into my monitor.

The first monitor that is DVI to DVI works perfectly. On the monitor going from VGA to DVI, there is no picture. When I go to displays on Control Panel, a second monitor will not show.

What am I doing wrong?

VGA is analog and DVI is digital - try a HDMI to DVI cable/adapter - that is digital to digital - the quality of picture would be better as well.

But will vga to dvi work? How do I get it to work
I don't care about the picture. It's just for general use

If your video card only outputs analog signal, and your monitor only accepts a digital signal - then it will NOT work. Some of the newer monitors only accept a digital signal input (no VGA connector) and since VGA is analog - it would be like trying to play an old vinyl LP in a CD player....

Is it just a passive dvi-i to vga adapter? Then that won't work. The monitor has vga, just use a vga cable.

Just because it's digital doesn't mean it's better quality.
