Video card stops spinning

My pc was working fine until just one day the screen turned off showing the 'No Signal' sign. I checked and found that the video card has stopped spinning. According some of the things I've read online, removing the cd drive's connection could work and it did. But yesterday after shutting down to install updates, the video card doesn't spin anymore. And after rebooting the pc a couple of times, i found that my keyboard blinks on and off. What do you think is the problem? Is it the video card? Or the power supply?
 
If you have onboard video - try removing the GPU and see if you can successfully boot. The if the fans on the GPU are not spinning - is that a mechanical problem with the fans (the fans may need replacing)?

If it still doesn't work with onboard video - it would most likely be the PSU.

Does it boot into Windows?

Have you got an internal speaker attached? What post/beep code does it make - http://www.computerhope.com/beep.htm. What bios type does your motherboard have? (ami. ibm or what?)
