I'm using a TP-Link Model No. TL-WDR3500 router at my home, I have used other routers before to port forward and been successful at it. I log onto this router, go to "Forwarding" > "Virtual Servers". I add a new entry with Service Port 9987, Internal Port blank, All/UDP (It's UDP but I tried both), with the correctly assigned IP address 192.168.0.104 which I have made static to my MAC address. I created the proper exceptions on my Windows Firewall, and even tried disabling the firewall and AVG Anti-Virus. "Port 9987 is closed" server wont connect and can't request a WAN. Don't think its my firewall, either router setting that I am missing or somehow the ISP is blocking? I honestly have no idea, please help!

Have you rebooted the router since you did the port forwarding? Something is blocking that port....

Rebooted with every change I made, DMZ is disabled, NAT is enabled.

One more question - what "cable modem/router" do you have? If the cable modem has router capabilities - you may have to setup the port forwarding in the cable modem as well.

I only have access to the router, it isn't cable, it's satellite net. Router is listed in the first post.
