Doesn't matter what the OS is. If the motherboard can only support 4GB....that's all it can do.
It has two slots, each capable of a 2GB stick.

For the GPU, a 180w power supply can only give out 180w (actually less, but we'll go with that). A GPU that needs more than that will not work.
No matter how much you want it to.

so should i upgrade the motherboard and psu first

I think you should really start from scratch. Nothing in that system is worthwhile to include in an "upgraded" system and mixing components may mean that whatever you buy has to be old, by definition.

How much money can you spend and what country do you live in? I'm asking because it matters where we look for parts.

Well...
That motherboard supports DDR2, max 4GB
Socket 775

To see any significant difference, a new motherboard = new RAM, new CPU, a new GPU, and new PSU.
To fit all that, you might even need a new case.
To get the best out of all that, you'll probably want a new HDD or SSD, instead of that old 320GB HDD.'

Hey...you just built a whole new PC !
