Go to AMD's website and download the latest (non-Beta) drivers for your card. Choose the drivers relevant to your operating system and specific to whether it's an x32 or an x64 install of that OS.
Run the driver installer then reboot your system.
Unless I misunderstand your description that should solve the problem.

i have the files from their site and when i go to install it always just stays at microsoft c++ 2012 redistributable x64 and doesnt progress, is their a way i can get the driver alone without the ccc installer thing?
im at a loss as it was working fine 4hours ago but then i chose to use DDU to see if it let me get through the ccc installation

If you have Windows 8, and trying to install the beta driver, The beta driver does NOT support Windows 8. It does support Win 7 and Win 8.1. If this is what you are doing, and you have windows 8. Install the 14.4 driver which is supported by windows 8.
Below is the driver that is the most stable on Win7, Win8, and Win 8.1. Simply download, Run it "AS ADMINISTRATOR" and follow on screen instructions.
AMD 14.4 Driver: http://support.amd.com/en-us/download/desktop?os=Window...
Edit: Go to C:\AMD and delete all the files there, use ccleaner to clean, and clean the registry. Restart. and try the download then. Let it sit if it stays still sometimes it may take awhile.

Kinda odd that it is getting stuck on the Microsoft VC++ 2012 redistributable. If you are still having issues with it after doing the above try seeing if it shows up in the programs and features app in the control panel and removing the redist. Then try reinstalling it. You can also try manually installing it from the following link -> http://www.microsoft.com/en-us/download/details.aspx?id...
Most Microsoft installers will see that it is already installed and skip installation if it is detected well recent ones anyways.

redist = Redistributable . I just shortened it. A redist is a set of common libraries/code used by multiple applications.okay i've tryed to uninstall and even that doesnt seem to be doing anything should i have so many of these including all different years?
http://imgur.com/sSfes6j - screen shot
edit : even installing doesnt move and i am just leaving them they shouldnt be taking more than 5-10minutes
imy pc specs are
i5-4670
16gb ram
Asys r9 290x 4gb upgraded from radeon hd 7850 1gb
1tb hard drive only 400gb used
nothing open but chrome
edit 2 : maybe theres software or something causing this problem?

Yeah you should have a ton of them. The libraries change over the years and specific applications will use specific versions. They will get installed by everything from office applications to video games.what do u think i should do if i cant install or uninstall them? why cant amd just make it so u can install the driver only things would be simpler

Try running windows fixit.. you may have a corrupted file somewhere preventing you to uninstall it as it hangs...

Well it seems on Microsoft's site a persistent user allowed the installer to run for 20+ mins and eventually got an error and log to show up. Both the installer and uninstaller got stuck on initialization, it seemed for them they needed to run a repair install from a clean working installer.

That link was a reference to the post the version the user had the issue for was 2013 so it wouldn't of helped anyways. The 2012 link I gave earlier would be the installer you would need to use. If it would run if need be let the system run the installer and let it error out (go to sleep if need be while waiting) that way you at least have an error log that should help identify the issue at hand.

In the very end, to solve any headaches.. it would solve a lot... Would it be a 100% fix? possibly not. But on that note, do what Caqde said, let it sit and see what happens after... along time.
Only re-install windows if its the final straw
okay well i've got cracked windows on dl and also would i need all mobo drivers if rebooting windows

Just format your partition, install windows, UPDATE UPDATE UPDATE... Use windows update and update as much as you can.. Then go through and install CCC, and your other programs.
But also on the other picture, Run the Installer when you go to bed and let it hang... See if anything comes up, if it comes up with any type of error.. that will help to pinpoint the conflict without having to re-install.
