Is it a good configuration?

Hi everyone I want to build a pc for my brother and I wanted to know if this conf is ok and if there's better conf at same budget let me know

MoBo: GIGABYTE GA-B85M-D3H

This is 4th generation and I know this isn't for overclocking but is it good performance? will I be able to take advantage of GPU?

Processor: I3 4150 3.5 GHZ

I've seen some gameplays and it seems to work good but I wonder if this will be good for gaming the latest titles, and I know some games ask 4 cores so my concern

PSU: Corsair 430w 80+ bronze

GPU: r7 265

I saw a gameplay using the same processor and GPU playin' watch dogs and it was 40 - 50 Fps average that's why I think is a good configuration, also Amd said that this GPU is as powerful as PS4

Ram: 8Gb 1600Mhz

That's pretty much the configuration please leave your comments what would you change, is it going to play most nextgen games in good quality and, thanks everyone

You should get a better PSU. CX is pretty awful PSU.
i3 should be fine. And for a few bucks more you can get the r9 270. It's much faster.
